A man caught pushing a scooter he doesn't own asks the responding officer for a screwdriver so he can hot-wire it.
A witness spotted 30-year-old Raymond Millwater pushing a scooter down Coronado Drive in Clearwater Beach around 5:30 a.m. When an officer approached, Millwater said the scooter belonged to his friend 'Chad' and asked to borrow a screwdriver since he didn't have the key. The scooter's actual owner had never heard of a 'Chad.' Millwater was arrested on a felony grand theft motor vehicle charge.
